Seoul Held 3rd Security Forum to Examine Cooperation System Among Civil, Government, and Military in Response to Drone Threats by North Korea - On June 24, the Mayor of Seoul, the Commanding General of Capital Defense Command, and experts will gather at Seoul City Hall to discuss “the establishment of a megacity anti-drone system.” - In two separate sessions, 1) the latest trends in drone technology and 2) a comprehensive anti-drone system involving the private, and public sectors and military for a megacity was discussed. - Panel discussions will be held on various topics including examples of anti-drone system establishment and suggestions, and directions of drone and AI technologies in line with military innovation. On June 24, the Seoul Metropolitan Government (SMG) held the third iteration of Seoul City Security Forum with the theme of “Civil, Government and Military Cooperation Plan for Establishing a Mega-city Anti-drone System” at Seoul City Hall at 2 p.m. Previously, the SMG had held two security forums last year to examine the capital city’s defense responses, which made Seoul the first local government to do so in the nation. - The city government had discussed countermeasures to (EMP threats and North Korea’s nuclear and missile capabilities in the two previous forums last year. This year’s forum was attended by Mayor Oh Se-hoon, Chair of the Seoul Metropolitan Council Kim Hyun-ki, Commanding General of Capital Defense Command Lee Jin-woo, Seoul United Defense Council members, members of the Advisory Panel of Security Policy, and anti-drone experts, totaling around 200 participants. In his opening remarks, Mayor Oh stated, “Drone threats posed by North Korea are formidable. Seoul, only a few dozen kilometers away from the Military Demarcation Line, must be fully prepared.” He added, “Recently, the balloons carrying garbage sent from North Korea were swiftly responded to by the civil, government, and military organizations. As it is shown in this instance, having an effective countermeasure system in place and maintaining readiness at any time as to drone threats will be crucial to minimize damage and prepare counterattacks, which gives more meaning to host this year’s forum.” During the forum, Professor Kim Seong-woo from Army University, Professor Kim Ki-won from Daekyeung University and Military Robots Society, and Brigadier General Lee Man-hee of Capital Defense Command delivered presentations. They touched upon the drone and anti-drone systems in light of recent wars, ideas to establish the anti-drone system for a mega-city, and plans for establishing a comprehensive anti-drone system involving the civil, government sectors, and military. Following these presentations, a panel discussion on development directions for establishing an anti-drone system was held chaired by Professor Cho Sang-guen from KAIST. Panels included Director General for Emergency Planning and Safety Kim Gwang-seok of the Ministry of Trade, Industry and Energy; Colonel Kang Kyung-il of the Ministry of National Defense; and Professor Shin Hee-jun from Kyungwoon University. - Professor Kim Seong-woo from Army University said that unmanned aerial systems and counter-drone systems are a game changer for future wars. He continued that it is possible that a multitude of objects can be carried together with drones and other unmanned aerial vehicles, as it is seen by the recent balloon incident, thus it is crucial to establish a comprehensive anti-drone system in cooperation with the civil sector, the government, and military. - Professor Kim Ki-won from Daekyeung University, a member of the Military Robots Society, explained the characteristics of recent drone threats and anti-drone systems and suggested plans for establishing anti-drone “zones” and operation methods for intelligent and efficient anti-drone systems utilizing AI. - Brigadier General Lee Man-hee from Capital Defense Command emphasized the efforts to establish multi-layered defense systems through the cooperation of the military, civil sector, and the government, as there are limitations in relying solely on the military forces to protect all critical national facilities. - Director General for Emergency Planning and Safety Kim Gwang-seok of the Ministry of Trade, Industry, and Energy, as a designated discussant, introduced the achievements in government-level anti-drone system operations, shared information as to establishing and operating anti-drone systems at local government levels and control methods, and emphasized the need to carry out demonstration projects in this regard. - Next, Colonel Kang Kyung-il of the Ministry of National Defense recommended that the SMG consider measures to increase “resilience of crisis response” while Seoul takes the lead in drone-related emergency situations. - Lastly, Professor Shin Hee-jun from Kyungwon University introduced the current status of an anti-drone system involving the government, civil sector, and military established in Gumi, North Gyeongsang Province, which is home to the largest industrial complex in the nation and critical national facilities. He stressed that it is important to consider regional characteristics when it comes to establishing anti-drone systems. Mayor Oh paid close attention to each presenter and discussion and stated that “today’s discussions will be quite useful to prepare future, particularly in the face of ever-changing security and diplomatic landscapes.” “To assure ten million Seoul citizens, we will work for an effective defense system and readiness in close cooperation with the government, the civil society, and the military.
