서울투자청-IDA 투자유치 활성화 MOU…아일랜드 투자유치 전략 배운다

아일랜드 더블린을 찾은 오세훈 서울시장이 3월 16일(목) 14시<현지시간>, 전 세계 투자유치 전담 기관 IPA(Investment Promotion Agency) 중 적극적이고 공격적인 투자유치 활동으로 호평받는 아일랜드 산업개발청(Industrial Development Agency, 이하 IDA)을 방문해 서울이 글로벌 비즈니스 거점도시로 발돋움하기 위한 투자유치 전략 발굴에 나섰다.

서울시는 글로벌 기업, 해외자본 유치를 위해 지방자치단체로는 최초로 투자유치 전담 기구 ‘서울투자청’을 출범해 공격적인 투자유치를 펼치고 있다.

IDA는 대형 외국인 직접투자 유치 활동, 투자 홍보활동 등을 위해 1969년 설립한 투자유치 전문기관으로, 투자유치 대상기업에 신속한 원스톱 서비스와 다양한 혜택을 제공한다.

아일랜드는 ’10년도 국제통화기금(IMF) 구제금융을 신청하였지만 불과 3년 만에 이를 졸업하고, 구글·애플·화이자 등 글로벌 IT· 바이오 기업의 유럽본부 유치에 성공했다.

특히, 코로나19 팬데믹과 러시아-우크라이나 전쟁에도 불구하고 ’21년 13.5%, ’22년 12.2%(잠정치)에 달하는 국내총생산(GDP) 성장을 기록했고, ’22년 1인당 국내총생산은 13만 1천 달러(추정치)로 세계 3위를 차지했다.

아일랜드 경제성장을 견인한 원동력으로는 글로벌 최저 수준인 12.5%의 낮은 법인세와 IDA가 주도하는 투자유치 활동을 손꼽는다. 아일랜드의 법인세율은 2003년부터 12.5%를 유지하고 있으며 이는 우리나라 법인세 최고 세율 24%와 유럽연합(EU) 평균 21%의 절반 수준이다.

양국의 대표적 투자유치 전담 기구인 서울투자청과 IDA는 ① 투자 네트워크 파트너십 촉진, ② 인력 및 프로그램 교류, ③ 기업 정책 및 우수사례에 대한 정보교환 등을 골자로 업무협약을 체결해 투자유치 협력을 강화했다.

업무협약의 일환으로 ’23년에는 상호 성공적인 투자유치경험과 전략을 공유하는 공동 웨비나(화상 토론회)를 개최하여 정책 및 정보교환 등을, 장기적으로는 IDA의 기업지원 절차 등에 대한 벤치마킹을 진행한다.

서울투자청은 이번 협력을 통해 IDA 수준의 전문성 및 기업지원 프로그램을 갖추는 계기로 삼고 내년 하반기 투자유치 전담 출연기관으로 전환되어 한층 더 적극적인 투자유치 활동을 전개할 예정이다.

한편, 국내에서는 서울 금융중심지 활성화를 위해 여의도 내 창업기업에 대한 조세감면을 위한 조세특례제한법 개정안이 국회에서 논의 중이다.

서울은 홍콩, 싱가포르 등 해외 경쟁 도시 대비 높은 세율로 해외금융기업 유치에 한계를 안고 있다.

법이 개정되면 창업하거나 사업장을 신설하는 금융기업은 3년간 법인세․소득세가 전액 면제되고, 이후 추가로 2년간 50% 감면 가능하여 해외금융기업 유치에 큰 도움이 될 것으로 보인다.

Invest Seoul to sign an MOU for IDA

- Invest Seoul -IDA sign an MOU, benchmarking and utilizing business models of independently invested/funded organizations.

SEOUL, SOUTH KOREA, March 20, 202 3 On March 16 (Thursday) at 14:00 (local time), during his stay in Dublin, Ireland, Seoul Mayor Oh Se-hoon visited the Industrial Development Agency (IDA), an investment promotion agency (IPA) highly regarded for its active and aggressive investment promotion activities, in his search for investment promotion strategies to transform Seoul into a global business hub.

The Seoul Metropolitan Government launched ‘Invest Soul’ to promote investments from global firms and foreign capitals, which made it the first Korean local government to do so. With the IPA, Seoul has been making aggressive efforts to promote investment.

The IDA is an IPA launched in 1969 to drive large foreign direct investments (FDIs) and investment promotion activities. The agency provides investors with rapid one-stop service and other benefits.

In 2010, Ireland applied for a bailout from the International Monetary Fund (IMF). However, the country achieved an exit in only three years, and successfully hosted the European headquarters of global IT and bio firms such as Google, Apple, and Pfizer.

In 2022, Ireland reported a GDP growth rate of 12.2% (provisional), and the world’s third highest GDP per capita at USD 131,000 (estimated).

Factors considered to have driven Ireland’s economic growth include its corporate tax rate, which is one of the lowest in the world at 12.5%, and the investment promotion activities led by the IDA. Ireland has maintained its corporate tax rate at 12.5% since 2003, which stands around half of Korea’s top corporate tax rate (24%) and the European Union (EU) average (21%).

As the leading IPAs of the respective countries, Invest Seoul and IDA signed an MOU to expand cooperation on investment promotion. The MOU provides for the promotion of investment network partnerships, the exchange of personnel and programs, and the exchange of information on corporate policies and best practices.

Under the MOU, the two organizations plan to organize a joint webinar (video conference) in 2023 to share success stories and strategies related to investment promotion to exchange information and policies. In the long term, Invest Seoul plans to benchmark the corporate support procedures and other practices of the IDA.

Invest Seoul will use the cooperation under the MOU as an opportunity to develop the level of expertise and corporate support programs akin to the IDA. Upon its transition to a government-funded institution specializing in investment promotion, which is scheduled in the second half of 2024, the organization plans to spur its investment promotion activities.

Meanwhile in Korea, the National Assembly is currently reviewing an amendment to the Act on Restriction of Special Taxation aimed at reducing taxes imposed on startups in Yeouido to promote Seoul’s standing as a global finance center.

Seoul’s ability to attract global financial companies is restricted by its higher tax rates than its competitors such as Hong Kong and Singapore.

The amendment provides a full three-year corporate/income tax exemption to financial companies starting their business or establishing a new business site for three years, along with an additional 50% tax reduction for two years, which is expected to provide a great boon for attracting global financial companies.
